DEMAR History<\/h3>\n

In order to promote the further harmonization of military certification requirements for multinational armaments projects in Europe, the joint definition of binding standards for military certification in Europe began in 2008. Based on the existing EU regulations for civil aviation, the European Military Airworthiness Requirements (EMAR) were developed under the umbrella of the European Defense Agency (EDA).<\/p>\n

For the Bundeswehr, EMAR has been implemented gradually and on a project basis since 2013 through the development and introduction of the German Military Airworthiness Requirements (DEMAR). The aim is to successively transfer the EMAR requirements into the national military approval system.<\/p>\n

DEMAR was introduced in 2013 and the first DEMARs were applied to the A400M in 2014 for specific weapon systems. Generally applicable DEMARs were published for the first time in 2017 and have been known as the standard procedure since 2019.<\/p>\n

At the same time, the approval system for aircraft and aircraft equipment of the German Armed Forces, which had previously been known as the standard procedure, was renamed the old procedure. DEMAR now fully covers the certification requirements for the development, manufacture and maintenance of aircraft and components. In addition, there are DEMAR requirements for continuing airworthiness and for the training of technical inspection personnel.<\/p>\n

DEMAR 21G describes the requirements and licensing conditions for companies that manufacture aircraft and parts and equipment for the Bundeswehr.<\/p>\n

In the German military certification system, the term \u201cold procedure\u201d refers to the regulatory area that has been used for Bundeswehr aircraft since 1956 – now as an alternative to DEMAR.<\/p>\n
